Budget Accountant
Location: Newport News, VA
Compensation: $37/HR

The **Budget Accountant** operates with a high degree of independence and analytical acumen within a sophisticated computerized framework. Key responsibilities include: monthly preparation and examination of estimated contractual adjustments, charity, and bad debt; preparation and submission of annual Medicare and Medicaid cost reports and settlements; management and organization of annual budgets; completion of Federal, State, and local tax returns; reporting to the state COPN Regulatory Authority; and conducting cost analysis. The role requires ongoing assessment of the conceptual integrity of accounting practices within the department, leading to recommendations for enhancements or implementation of solutions based on thorough analysis.

Key Responsibilities:

• Conduct detailed accounting analyses that leverage accounting theory independently.
• Oversee the monthly preparation and examination of estimated contractual adjustments, charity, and bad debt, as well as the annual cost reports and settlements for Medicare and Medicaid using independent judgement.
• Prepare and maintain annual budgets and tax returns at the Federal, State, and Local levels, along with interfacing with the state COPN Regulatory Authority and engaging in cost analysis with independent judgement.
• Interpret and relay federal and state regulations while managing priorities and deadlines independently.
• Evaluate the theoretical integrity of accounting operations within assigned responsibilities and propose and implement enhancements.
• Act as the point of contact for regulatory and taxation agencies, external consultants, auditors, and leaders within RHS.

Qualifications:

• Bachelor’s degree in Accounting or Finance.
• At least one year of accounting experience with a focus on analysis, budgeting, and financial statements.
• Experience in the healthcare field is preferred.
